The United Kingdom and the United States have formalized a significant agreement to jointly develop comprehensive safety tests for advanced artificial intelligence systems. This groundbreaking accord is seen as a critical stride in ensuring the safe integration of AI technologies.

This Memorandum of Understanding, signed by UK Technology Secretary Michelle Donelan and US Commerce Secretary Gina Raimondo, marks a collaborative effort to harmonize the scientific techniques of both countries. The initiative aims to rapidly develop robust evaluation protocols for pioneering AI models and systems, ensuring they are implemented safely.

As part of the agreement, the new AI Safety Institute in the UK will share research insights with a forthcoming US organization, focusing on addressing AI risks. A key element of the partnership will be the independent assessment of commercial AI models from leading companies like OpenAI. This partnership draws inspiration from the security collaboration between the UK’s GCHQ and the US National Security Agency.

Donelan expressed the significance of this collaboration: “This milestone reflects the deepening special relationship between the UK and the US, tackling the technological challenge of our era. By uniting, we can confront technology's risks and unleash its potential to better our lives.”

This initiative progresses commitments from the AI Safety Summit held in the UK and aims to establish a unified approach to AI safety evaluations. Plans include a joint public testing exercise on an accessible AI platform and potential personnel exchanges.

Raimondo highlighted the collaboration's critical role, stating: “AI represents the defining innovation of our time. This partnership will enhance the work of our respective institutes to address diverse risks, from national security to societal impacts.”

Recognizing the swift advancements in AI, both governments acknowledge the pressing necessity for a global safety framework capable of evolving alongside emerging threats. The agreement is effective immediately, promoting seamless cooperation between involved organizations.

Raimondo added: “Collaborating strengthens the US-UK alliance and sets the stage for AI safety now and in future developments.”

Besides joint tests and capability sharing, the UK and US will exchange crucial data on AI model functionalities, associated risks, and fundamental technical studies. This exchange aims to create a shared scientific foundation for AI risk assessments that can be embraced by global researchers.

While addressing AI risks, Donelan clarified that broader AI regulation in the UK is not imminent. In contrast, US President Joe Biden has taken a firmer stance on AI concerning national security, and the EU AI Act has adopted stringent regulations.

Industry leaders have lauded the partnership as critical for ensuring trust and safety across AI applications, especially in sectors such as marketing, finance, and customer service.

Ramprakash Ramamoorthy of Zoho emphasized, “Establishing trust and safety governance in AI development is crucial. Safeguards offer risk mitigation and build confidence among AI users.”
